At Allegheny County Department of Human Services (DHS), our mission is dedicated to improving the welfare of the County’s most vulnerable residents. We play a pivotal role in operating, influencing, and funding essential services valued at over $1 billion, benefiting more than 200,000 residents annually. These services encompass mental health and addiction treatment, homeless housing, child and older adult protective services, and more.

We are currently seeking applicants for our Senior Application Specialist position. The incumbent will work within the Department of Human Services (DHS), Office of Analytics, Technology and Planning (ATP). This role is responsible for working throughout the entire product life-cycle to define, design, develop and implement innovative business solutions using low-code platforms. This includes collaborating with cross-functional teams to understand our client’s business processes and technical needs. In this position, the Senior Application Specialist will collaborate with client teams (both technical and business users) to create, deploy, and maintain efficient, scalable, and user-friendly applications.

Essential Duties and Responsibilities

  • Analyze business processes and stakeholder feedback to identify opportunities for improvement and automation using low-code development tools.
  • Design, develop, and deploy custom business applications using low-code development tools with a focus on user experience and process optimization.
  • Exhibit excellent communication skills and a passion for technology and continuous learning.
  • Create and manage automated workflows to enhance business efficiency and data integrity.
  • Collaborate with various stakeholders to ensure alignment of low-code solutions with business objectives and IT standards.
  • Perform duties with moderate to low supervision and demonstrate a self-starter attitude.
  • Engage in knowledge sharing by assisting with the creation of training materials and documentation.

Knowledge, Skills, and Abilities

  • Project Management & Planning: Strong skills in planning and managing multiple projects with various elements and setting continuous priorities.
  • Problem-Solving & Analytical Skills: Proficient in solving complex problems and analyzing the implications of issues presented by end users.
  • Technical Expertise: Able to comprehend the architecture of complex information systems, configure low-code environments, and troubleshoot system issues.
  • Teamwork & Communication: Highly skilled in working within a team environment, with excellent communication and team development abilities. Capable of interacting professionally with DHS and provider staff, consumers, and the general public.
  • Independence: Excellent time management and organizational skills; able to set priorities and accomplish a wide variety of tasks with initiative and a high level of independence.
  • Adaptability: Capable of thriving in environments that require flexibility and multi-tasking.
  • Physical & Logistical Requirements: Able to sit at a computer for long periods (2+ hours) and traverse the building carrying up to 10 pounds (files, books, etc.). Has both available and consistent access to reliable transportation and can navigate the community for work-related assignments.

Education/Experience Requirements

  • Bachelor’s degree in Computer Science, Information Technology, or a related field. 5+ years of experience in an application specialist role, working with business/systems analysis best practices and methodologies, including but not limited to configuration, training, user acceptance training (UAT), requirements gathering, experience with the software development life cycle and development processes including Agile.
