Description

At Allegheny County Department of Human Services (DHS), we embrace those who think big, act boldly, and care about creating meaningful change. Whether you’re a local or a newcomer, you’ll find a place to thrive and leave your mark in our community. With a population of 1.3 million, Allegheny County provides the perfect environment for motivated individuals to make tangible contributions.

At DHS, we are dedicated to making a direct, positive, and enduring difference in the lives of those in need. Over the last two decades, we’ve earned a national reputation for pioneering the use of analytics and technology to enhance the delivery of effective and efficient public services. While we’ve made significant progress in leveraging analytics and software, we remain committed to discovering new opportunities for data and technology to positively impact our clients’ lives and maintain our leadership role in inspiring governments to invest in similar initiatives.

Overview We are embarking on an exciting journey to establish an internal development team at DHS, aimed at crafting innovative customer experiences to support our diverse range of services and programs. Your pivotal role as an inaugural backend developer will involve architecting a robust data pipeline that seamlessly integrates our provider and consumer-facing applications with our transactional and analytical data warehouses.

Previously, we heavily relied on a large contingent of third-party contractors for application development and maintenance. In this position, you’ll collaborate closely with these contractors to integrate new applications with our data stores and design resilient, production-grade data pipelines. As our internal development team expands, we’ll gradually transition towards developing more solutions in-house.

Key responsibilities: Collaborate effectively with DBAs, developers, product managers, and data scientists to simplify complex data problems and prioritize impact over technical sophistication. Skillfully communicate with diverse audiences, regardless of their technical expertise, to understand the context behind data requirements and articulate solutions. Take the lead in upholding best practices for service-oriented architecture, establishing rigorous standards for quality and fostering a culture of modularity and reusability.

The Ideal Candidate: Has over 5 years of experience in data engineering including hands-on experience in constructing production data pipelines using a common backend language (preferably Python). Demonstrates a comprehensive understanding of data modeling, database design, data governance, data architecture principles, and data operations. Is proficient in integrating with or extending RESTful APIs to facilitate essential data flows across various applications. Demonstrates excellent knowledge of modern-day cloud-native platforms like Kubernetes, AWS, or Azure, coupled with a strong understanding of the full Software Development Life Cycle (SDLC). Displays expertise in data warehousing and modeling, with practical knowledge of Oracle Data Warehouse and other relational databases such as PostgreSQL and MSSQL. Holds some familiarity with the .NET Framework and WCF Services
