Description

At DHS, we serve over 200,000 residents each year and manage more than $1 billion in essential services for Allegheny County’s most vulnerable populations. We’ve built a national reputation for using data and technology to improve how public services work—and we’re continuing to grow.

We’re hiring a Senior Product Manager to help lead the development of digital tools that support behavioral health services and improve care coordination across providers, agencies, and systems. This role sits within the Office of Analytics, Technology, and Planning (ATP) and will report to our product leadership team.

**About the Role ** As a Senior Product Manager, you’ll report to our Product Strategy Manager and work closely with the CTO and Director of UX to shape products that improve care coordination and service delivery—particularly in the behavioral health space. You’ll lead product discovery, planning, and delivery for a portfolio of tools, collaborating with engineers, designers, service teams, and agency leadership.

We’re looking for someone who can dig beneath surface-level requests to uncover true needs, navigate diverse stakeholder priorities, and make decisions that align with broader strategic goals. This role also includes mentoring junior product managers and service delivery managers.

**Key Responsibilities **

  • Collaborate with stakeholders to define user needs, scope features, and prioritize work
  • Lead product development from discovery through delivery, partnering with UX, engineering, and external teams to build user-centered solutions
  • Champion a practical, iterative approach—starting with lightweight prototypes or manual workflows to validate ideas and focus development on what matters most
  • Contribute to department-wide product strategy and support alignment across initiatives
  • Provide informal mentorship to junior product managers and service delivery managers, and help establish best practices across the product team
  • Clearly communicate product goals, decisions, and progress to both technical teams and non-technical stakeholders

**What We’re Looking For **

  • 5 years of hands-on experience as a product manager, including delivering products from discovery through launch
  • Strong communication skills and the ability to work across teams and with diverse stakeholders
  • Skilled at breaking down problems and defining practical MVPs using prototypes or non-technical solutions
  • Comfortable collaborating with engineers and designers to develop user-centered products
  • Knowledge of how behavioral health services work, from referrals to service delivery
  • Committed to collaboration, continuous learning, and improving public services through technology
